GENERAL RESPONSIBILITIES
The
Director of Pupil Personnel Services (PPS) is the Administrator in charge
of student programs/services with
disabilities and remedial services, federal program applications, and grants
for the District in compliance with the applicable District, New York State,
and Federal policies, rules, regulations, and laws.
The
PPS Director works cooperatively with the other KCS Administrators to assist
in achieving the goals of the District and in implementing the policies,
regulations, and directives of the Board of Education and the
Superintendent. This includes
supporting the other Administrators and maintaining effective working
relationships with the other District staff, students, parents, community
people, and the Board of Education.
Specific
duties shall include, but not be limited to, the following:
- Is the Chairperson
for the Committee on Special Education (CSE) and oversees Committee on
Preschool Education.
- Coordinates the
PPS services with the building administrators including classrooms,
speech services, psychological and support services, Primary Mental
Health, adaptive physical education programs, and the second language
programs.
- Collaborates with
the building principal in the supervision and evaluation of the PPS
staff with the emphasis on improving each staff’s overall
effectiveness.
- Supervises the PPS
clerical staff in delivery of services.
- Develops,
implements, monitors, and evaluates PPS goals and curricula on at least
an annual basis.
- Coordinates the referral
processes from referral to classification, to 504 planning and/or
implementation of an educational plan, through to declassification.
- Prepares and
disseminates all mandated written and verbal information to parents.
- Develops and
monitors the PPS budget.
- Prepares
non-financial reports required for state and federal grant programs and
applications.
- Meets with parents
as requested by the parents or an PPS needs
may require.
- Maintains a
comprehensive disabled student census which is updated monthly on all
disabled students of the District.
- Oversees the
preparation of all required reports, IEP’s,
minutes and other written information generated from the CSE and CPSE.
- Coordinates the
placement/programs/services with other out-of-district schools and
service providers responsible for the education of children of the
District including public schools, private schools, treatment
facilities, VESID, transitional service providers, job development, and
social services.
- Coordinates all
mandated aging-out programs/services for disabled students between the
ages of 15-21, as well as mandated post-high school programs/services
for disabled students who graduate from public school.
- Coordinates all
home tutoring services K-12 and homelessness.
- Represents KCS at
area Pupil Personnel meetings and other meetings as approved.
- Assists with the
selection of new PPS staff.
- Plans, organizes,
implements, and coordinates all phases of the PPS Director’s job
responsibilities into a smooth operating, effective, and integrated
whole.
- Performs such
other duties as may be considered appropriate by the Superintendent.
